Alternate Conviction voting model

The alternate conviction voting model was created to offer a voting process that is less prone to both whale and last-minute attacks. The voting power does not apply immediately, but rather ramps up over time until the cut-off happens. Additionally, we want to reward positive behavior. As such, in addition to time, we can also value reputation. If people have voted in favor of the community-decided outcome, their reputation will increase. Cross-network reputation harvested from HUMAN Network underlying transactions may also be used as an additional reputation signal.
