Slashing and Soft-freezing

Slashing happens on identification of bad behavior; for example, trying to tamper with voting, not paying workers in a workpool or not participating actively for a prolonged amount of time. In case of inactivity, payouts from the pool will be frozen for a certain amount of time, acting as a trial warning, instead of slashing immediately.
